The Trump administration was able to quickly unfold broader changes, according to the draft executive order obtained by CNBC, which lays out what is called a “disciplined reorganization” of the country’s diplomatic services.
The 16-page draft, which has not been dated but appears to be prepared for President Donald Trump’s signature, would dramatically support it if it was in place — shutting down the American embassy in South Africa, removing international organizations like the Bureau that addresses issues such as democracy and human rights, and international organizations.
The order also details an overhaul of the process of selecting and training US diplomats.
According to the order, the change “is intended to streamline mission delivery and align America’s strength overseas with the first strategic doctrine of America, reflecting priorities in the project, waste, fraud, abuse, abuse and enforcement sector.
The draft executive order proposes the elimination of all “non-essential embassies and consulates in sub-Saharan Africa” and the integration of regional offices around the world.
For each order, the current regional offices will be consolidated under four “regional troops.”
- Eurasia includes Europe, Russia and Central Asia.
- The Middle East, including Arab countries, Iran, Pakistan and Afghanistan.
- Latin America, including Central America, South America and the Caribbean. and
- The Indo-Pacific, including East and Southeast Asia, India, Bangladesh, Sri Lanka, Nepal, Bhutan and the Maldives.
The American diplomatic presence in Canada will be significantly reduced under orders. In the future, the State Department’s operations in Canada will ” fall under the major reduction teams delegated to the North American issue” within Marco Rubio’s office director.
The White House did not immediately respond to CNBC’s request for comments on the draft order.
The New York Times was first reported In the documentation. Rubio, according to the article, I wrote it X: “This is fake news.”
The draft order also calls for the termination of offices and positions within the sector focused on climate, women’s issues, democracy, human rights, immigration and criminal justice.
In addition to the integration of embassies and consulates, the order will make fundamental changes to employment practices in the sector.
The long-standing test of foreign services officers will be discarded in favor of evaluations based on whether the candidate demonstrates “integrity with the President’s foreign policy vision.”
According to the draft order, “complete structural reorganization and transition” must be completed by October 1st.
It also states until September 30th that the new regional organizational structure or “can choose to serve the interests of the administration or voluntarily separate it from “serving in the interests of the administration” and “serving in the interests of the administration.”
