On Monday, President Biden is scheduled to meet with Mexican President Obrador and Canadian Prime Minister Trudeau for the “Three Amigos” summit in Mexico City to discuss goals for the three North American nations.
It’s a pivotal time for North America and there are no more risks.
Mexico-based cartels are fueling a massive flow of illegal immigration and fentanyl across the southern border. Rich in oil and gas, the continent has a high energy demand. Foreign adversaries are gaining influence in Latin America, which further threatens our region.
We need a new Monroe Doctrine in the Western Hemisphere that prioritizes the security and prosperity of the United States and its neighbors.

As these three leaders prepare for their talks, the growing power of cartels, energy and China should be top priorities.
The past two years have seen little urgency for the Biden administration to take serious steps to protect its borders. They fight to end their stay in Mexico, stop building the border wall, and continue to release thousands of illegal immigrants into our country without knowing where to go.

Cartel revenues from smuggling surged from $500 billion in 2018 to $13 billion today, according to a Homeland Security study. These operations have affected all three North American countries, not only with the cartel-related violence that broke out in Mexico, but also with the constant flow of drugs and immigration.
The quickest way to lose a war is to pretend it doesn’t exist. And the cartels are waging a shadow war with drug smuggling, human trafficking, and violence against our cities, Central America, and Mexico.
Stop it. Drug overdoses, mostly fentanyl, killed more than 100,000 Americans in a 12-month period.

Over the weekend, Biden finally visited the border for the first time since taking office. At Monday’s summit, we should expect him to bring up a new urgency to bring this issue to the forefront and center.
President Biden should make it clear to President Obrador that the Mexican government needs to get serious about cracking down on cartels. If Biden refuses, the Republican-led House of Representatives should consider introducing authorization for the use of military force against specific cartel groups. You can now use it against these enemies.

When it comes to energy, all three countries have the oil and gas supplies they need to become the world’s leading producers, who need more and more fuel. As Russia cuts off Western Europe from much-needed gas, North America has the supplies to fill the void and stop relying on adversaries to power their respective nations.

Biden and Trudeau are likely to focus on their Green New Deal fantasies, which will only increase our collective reliance on China, but serious energy discussions should be focused on expanding production.
In addition, we also see increased intervention in the affairs of the Western Hemisphere by foreign adversaries.
For example, China is expanding its energy use in the Western Hemisphere by purchasing the lithium mines needed to realize Biden’s vision of a new green economy..

Last year, I called on the Biden administration to put pressure on Canada as to why it skipped a lengthy national security review of China’s purchase of a Canadian-owned mine in Argentina. We have seen similar examples of China purchasing power grids, ports and farmland in the region.
Biden must make it clear to his counterparts that Mexico and Canada must work together to keep China’s economic influence out of our region.
In addition to China, other global adversaries like Russia and Iran are all trying to prevent Venezuelan dictator Nicolas Maduro from being ousted from power and other socialist countries like Cuba and Nicaragua. intervened to support the dictatorship.

North America should not support this kind of interference in our hemisphere, and should agree to a resolution punishing future foreign interference in free elections in our hemisphere.
I doubt Biden will prioritize these issues, but this has to be on the agenda for the summit to live up to its true name, the North American Summit.
