The Trump administration’s offer faced scrutiny, and federal judges cited the administration’s plan amid a challenge from union groups who expressed concern that the law did not require the Trump administration to maintain the end of the deal. It was temporarily blocked.
However, Massachusetts District Judge George O’Toole handed out a ruling in the White House favor on Wednesday evening, claiming that the plaintiffs in the case were not directly affected by the Trump administration’s offer.
They argued that the directive imposes them on upstream effects, including detours of resources to answer member questions about the directive, potential loss of membership, and potentially harmful reputational. “I’m doing that,” O’Toole wrote.
“The union does not have the direct interests required for the Fork Order, but it is challenging policies that affect others, especially executive employees,” O’Toole wrote. “This isn’t enough.”
The Trump administration praised the court’s decision, and White House spokesman Caroline Leavitt described it as “the first of many legal victories over the president.”

“The court has resolved the injunction due to lack of status,” Leavitt said in a statement in Fox News Digital. “This shows that we will not ultimately beat the will of President Trump and the 77 million Americans who supported his priorities.”
The acquisition program is one of several initiatives the Trump administration has announced to cut the federal workforce. On Tuesday, Trump signed an executive order directing the government’s Office of Efficiency (DOGE) to coordinate with federal agencies to implement substantial cuts in staffing of the federal workforce.

According to the White House fact sheet for the Order, the order directs Doge and federal agencies to work together to “significantly” reduce the size of the federal government and limit the employment of new employees. Specifically, agents should not hire more than one employee for every four people leaving a federal post.
Agents will also be instructed to “take on a plan for large scale reductions,” and will evaluate ways to eliminate or combine legally unnecessary institutional functions, Sheet said.
