Rep. Ashley Hinson (R-Iowa) is leading a series of bills in the House called the Lifetime Health Care Act, an ambitious attempt to overhaul the federal family care system.
Mr. Hinson told Fox News Digital that his bill “sets the course of the American culture of life.”
“By extending the child tax credit to the fetus, providing additional support for working families, enabling women to care for babies regardless of socioeconomic status or zip code, and improving access to community resources, we can make a meaningful difference for those in need,” Hinson said.

“These and other pro-life community-supported provisions protect the most vulnerable and ensure we make an important investment in the long-term well-being of our families.”
The feature will expand the refundable child tax credit to a cap of $3,500 for children ages 5 and under and a cap of $4,500 for children ages 6 to 17. Parents must be employed to get credit under the Republican bill.
It would also retroactively expand the tax credit for fetuses. When a dependent is born, the parent is eligible to claim the previous year tax credit during pregnancy in addition to the regular child tax credit for the current year.

Expanding the no-work requirement child tax credit was a popular move during the COVID-19 pandemic, but Democrat-led efforts to make it permanent have failed. As of the latest tax cycle, the deduction is worth up to $2,000 per dependent.
Other measures in the package include an option to allow parents to withdraw funds for up to three months of paid parental leave from Social Security and enhanced certain benefits for new mothers. It also includes incentives for states to set guidelines for fathers to pay a portion of a woman’s pregnancy costs, which would force co-operation with child support requirements to receive. The bill comes as the issue of access to abortion continues to be a political lightning rod since the Supreme Court overturned Roe v. Wade in June 2022.
In addition to providing additional economic benefits to young families, the Hinson bill seeks to provide support programs for expectant parents on college campuses and pregnancy resource centers, and aims to establish a “federal clearinghouse” to increase support for community service programs at places of worship.

It “funds community demonstration programs that provide volunteer mentoring and peer support services” for parents in low-income communities and other vulnerable communities.

The equivalent of this package was recently presented to the Senate by Republican Florida Senator Marco Rubio, who said it represented “genuine support” for children and families.
Rubio told Fox News Digital, “Helping pregnant mothers and unborn babies is essential not only because it’s the right thing to do, but because America’s continued strength depends on future generations.” “This comprehensive bill will provide real assistance to American parents and children in need.
